Instructions for starting the car:

Remove the choke completely.
Try to crank the engine for about 20-25 seconds.
Without releasing the ignition, remove the choke and continue cranking until the engine is fully engaged.
If the engine doesn't start, install a new battery and try again.
Note: Tested in a warm garage. There may be issues with gear shifting (for example, shifting into neutral from second).

Installation:

Unzip the archive containing the save file.
Copy the files to the game's save folder (usually %LOCALAPPDATA%\MyWinterCar\Saves or similar).
Launch the game and load the save file.
