After downloading file rename to .zip and open it with any compression program

CHEAT DESCRIPTION:

Save Editor allows to edit shelters and residents.

It does not edit the save game, but creates a new one, which you copy to savegame folder.

Installation: unzip the archive wherever you want (in the game folder is not obligatory).

Doesn't seem to save at all. Tried saving but there doesn't seem to be a save file created anywhere, not in the program's folder nor in my documents, it seems it doesn't actually create a save file. Very disappointing.
