Max Perks + Skills Method

Jump back a level –player.setlevel #levelnumber

Use Advlevel to level your character to the max level allowed (20).  Train a perk, jump back to Level 19, keep training until you have every perk, changing skill points as needed through the command:

Player.setav “skill” #

You can also use modpca [attribute] [nr] to raise attribute points. Example: modpca Luck 5 will raise your Strength by 5. Maximum is 10.

If at any time your XP points become -, set your skills (more than 1 if needed) to 0, and then do advlevel while you’re stuck on the screen. A new screen will show, reflecting changes.
