All Thu'ums (except DLC) have been learned, but not all are unlocked.
The entire map is unlocked (except DLC).
Thane of Falkreath, Ozernoye Estate partially rebuilt.
In the Ozernoye basement, in the bag, everything related to fishing (from maps and fishing rods to rings and weapons).
Thane of Rift (as strange as it may sound), "Honey Cake" has been acquired.
In the "Honey Cake" chest, all loot.
Thieves' Adventures - 28/125. Skeleton Key added to inventory. The "Thieves' Luck" talent isn't showing up in active effects. This is a bug, don't panic.

IF, for some reason, you don't have DLC or access to Creation Club content, don't immediately start scribbling about some 100,500 who-knows-what plugins that are unavailable for playthrough. I assure you, all the extra content is available. This content is not used in the walkthrough, and its absence does not affect the entire walkthrough in any way.
If you have a pirated copy, please read the title carefully to avoid issues like saves not working due to incompatibility.
