All Thu'ums (except DLC) have been learned, but not all are unlocked.
The entire map is unlocked (except DLC).
The main story has been completed, NEUTRALITY is maintained during the civil war.
The progression stopped at the "Paarthurnax" quest.
Thane of Falkreath, Ozernoye Estate is partially rebuilt.

IF, for some reason, you don't have DLC or access to Creation Club content, then don't immediately start scribbling about some 100,500 who-knows-what plugins that are unavailable for playthrough. I assure you that all the extra content is available. This content is not used in the walkthrough, and its absence does not affect the entire walkthrough in any way.
If you have a pirated copy, please read the title carefully to avoid issues like saves not working due to incompatibility.
